David Millar joined ASPI in July 2017 as a member of the Professional Development Centre team providing programs for the Institute's work supporting a variety of Government Departments. Prior to joining ASPI, he was the Director of the Air Power Development Centre and a Director within Military Strategy Branch of Strategic Policy Division.
David has a broad range of military and Defence related experience in the Royal Australian Air Force. David’s qualifications and experience is based upon significant involvement in air operations, predominantly in Strike and reconnaissance operations flying F-111 aircraft. He also has extensive experience in wider operations, intelligence, targeting, force design and capability management. Notable career postings include Air Combat Group, Air Staff in the Embassy of Australia in Washington and within Headquarters Multinational Forces – Iraq.
David possesses a broad range of skills across operations, project and capability management, risk management, intelligence, leadership, personnel management and education. He has a Bachelor of Science (Hons) and Graduate Diplomas in Management and Applied Science. He also holds qualifications in Electronic Warfare, Aviation Physiology, Aircraft Accident Investigation and Flying Safety. He was awarded a CDF Commendation for his work in targeting and intelligence. Outside of his academic and military qualifications, David is a qualified Diving Instructor and Cave Diver. He is a member of the Australian Institute of Company Directors.
