Biography

Raelene Lockhorst is the Deputy Director of the National Security Programs, responsible or the development and implementation of 1.5 track dialogues international intelligence symposiums, and professional development programs for Defence and the National Intelligence Community.

Raelene’s early Defence career included project management roles in LAND 112 and SEA 1429 acquisition projects. Raelene also held key roles in the Defence Security Authority where she was responsible for developing and executing bilateral international security agreements, oversighting the Defence Industrial Security Program, providing representation at senior interdepartmental committees, and representing the security interests of the Australian Government in negotiations with foreign governments and commercial companies.

During her time in Defence, Raelene served as an Officer Cadet in the Australian Army Reserves and was awarded an Australian Service Medal for her participation in the peace-keeping deployment Operation Bel-Isi in Bougainville (PNG) in 2000.

After leaving Defence, Raelene held infrastructure project management roles with the UK National Health Service and London Underground. In Sydney, Raelene led the planning of health infrastructure projects at major hospitals in Campbelltown, Shellharbour, Concord, Liverpool, and Glebe. Raelene was also Director of Strategy and Projects for the Royal Botanic Gardens and Centennial Parklands where she created a commercial Program Management Office for delivery of infrastructure projects on seven sites across Sydney.

Raelene has also held strategic leadership roles in private sector consulting firms (e.g. Deloitte, Jacobs, and Savills) leading the planning for mid-term refresh and redevelopment of major defence bases across Australia and planning for upgrades to support new capability such as LAND 121, LAND 400, AIR7000 and developed the procurement strategy for the $1.2b Defence Fuel Transformation Program.

Raelene is a Graduate of the Australian Institute of Company Directors and holds a Masters in Professional Communication (Public Relations) and post graduate qualifications in International Relations, Security Risk Management and Defence Studies.
